Is PeerGuardian 2 a virus? I use it to block trackers and IPs, but on Avast!, it says that it is a virus. Is that true?

No. However, PeerGuardian is used for illegal activity so Avast will detect it as such.
PeerGuardian is used to prevent Governmental IP addresses from finding your P2P connections to make it harder to detect software piracy.
